Documentation Unit Leader

DOCL Incident Position Description

The Documentation Unit Leader (DOCL) is responsible for ensuring incident files are maintained, complete, and up-to-date in accordance with NWCG standards and agency policy. The DOCL reports to the Planning Section Chief (PSC) and works in the Planning functional area.

Prepare and Mobilize

  • Ensure individual readiness.
  • Obtain and assemble information and materials needed for kit (reference Documentation Unit Leader Job Aid, J-342.
  • Gather critical information relevant to the assignment.
  • Travel to and check in at the assignment.
  • Obtain briefing, objectives, and intent from supervisor.

Build The Team

  • Identify and anticipate staffing needs and request additional resources and/or replacements as needed.
  • Assess experience level of assigned personnel and discuss performance capabilities and any limitations.

Supervise and Direct Work Assignments

  • Establish and communicate objectives, priorities, work assignments, and performance expectations.
  • Identify, analyze, and use relevant situational information to make informed decisions and take appropriate actions.
  • Adjust actions based on changing information and evolving situation awareness. Communicate changing conditions to incident supervisor.
  • Ensure daily objectives and performance standards are met.
  • Monitor performance and provide immediate and regular feedback to assigned personnel.
  • Establish and maintain positive interpersonal and interagency working relationships.

Perform Documentation Unit Leader-Specific Duties

  • Obtain and assemble information and materials needed for documentation unit.
  • Organize and supervise unit.
  • Establish and organize incident files as per approved file structure standard format.
  • Provide duplication, collation, and scanning services or arrange for such services.
  • Coordinate and order essential equipment for the unit and coordinate maintenance and release of equipment.
  • Provide support in preparation of Incident Action Plan (IAP).
  • Establish/maintain checklist of all incident functions to assure timely inclusion of documentation for final package.
  • Assist other units in the Planning section to meet priorities and timeframes.
  • Record minutes at meetings as directed by incident supervisor for inclusion in final package.
  • Complete Activity Log (ICS 214) for each operational period for the duration of the assignment.
  • Produce final documentation package in approved format and assure host agency receives package.

Communicate and Coordinate

  • Brief assigned personnel and provide regular updates as necessary.
  • Attend and participate in incident briefings and meetings as directed.
  • Brief incident supervisor on current problems and recommendations, outstanding issues, and any follow-up actions.
  • Establish communications and exchange necessary information with other units/sections and incident agency personnel.

Manage Risk

  • Account for the location, health, safety, and welfare of assigned personnel.
  • Report all accidents or injuries to incident supervisor.
  • Ensure compliance with all safety practices and procedures for yourself and those around you.

Document

Demobilize

  • Coordinate an efficient transfer of the position duties and complete the transition document or the closeout report for the Documentation Unit at the end of the assignment. Outline any issues, or any unresolved items.
  • Anticipate demobilization, identify excess resources, and coordinate with incident supervisor to prepare the demobilization schedule. Brief subordinate staff on the demobilization procedures and responsibilities.
  • Complete the demobilization checkout process before being released from the incident.
  • Upon demobilization, report your status to your home unit, including a reassignment or the estimated time of arrival (ETA) to your home unit.

NWCG is excited to announce that the NWCG Incident Position Standards for Status/Check-In Recorder, PMS 350-32, NWCG Position Task Book for Status/Check-In Recorder (SCKN), PMS 311-32, and Checking In Resources Customer Service Job Aid, J-111 are now available.

The Performance Support Package, which for SCKN includes the Incident Position Standards, Next Generation Position Task Book, and job aid were developed through the Incident Performance and Training Modernization (IPTM) effort. The Performance Support Package will support trainees, those qualified in the position, and evaluators.

NWCG is excited to announce that the NWCG Incident Position Standards for Safety Officer, Field, PMS 350-81 and NWCG Position Task Book for Safety Officer, Field (SOFF), PMS 311-81 are now available.

The Safety Officer, Field (SOFF) is responsible for monitoring operations on an incident from a risk management perspective to provide for the welfare of incident resources and the public. The new Incident Position Standards and Next Generation Position Task Book are developed through the Incident Performance and Training Modernization (IPTM) effort.

Updated NWCG Standards for Electronic Documentation (eDoc), PMS 277

The Incident Planning Subcommittee has updated the NWCG Standards for Electronic Documentation (eDoc), PMS 277.

The NWCG Standards for Electronic Documentation (eDoc) establishes the standards for collection and retention of records on wildland fires. This July 2024 update will provide incident management teams the most current standards required to maintain incident records and submit them to host units at the close of an incident.

NWCG Off-Highway Vehicle Typing Standard Request for Comment

The Mobile Fire Equipment Subcommittee has released Equipment Bulletin 24-002 NWCG Off-Highway Vehicle (OHV) Typing Standard - Request for Comment. This bulletin outlines the proposed NWCG OHV typing standard, as well as the business need for establishing the standard. Comments on the proposed standard will be accepted through August 15th using the comment form linked below.
